Concerns About ACT Writing Section

I recently took the ACT and received my best score of a 33, but I was unable to take the writing section. However, I have taken the ACT three times before and taken the writing portion each of those three times. Does this mean colleges will still accept my 33 composite score or will I have to retake the ACT again for the colleges that "require" the ACT writing portion. From what I have read, it seems that I will have to retake it, but that doesn't make much sense. If I have taken it before, and it has no effect on my composite score, then why wouldn't the colleges accept the 33?
