I’m a junior in high school this year and am just starting to look into colleges. I’m interested in studying art or interior design in college because I’d like to work in film art departments. I want to go to a normal college, not strictly an art school; currently I’m looking at Arcadia University and Rochester Institute of Technology. If/when I eventually apply to these colleges, do I need to submit an art portfolio just to get into the college itself, if I’d eventually like to take art classes there? It seems I can’t find any straight answers about portfolios in non-art colleges.
I hope that makes sense; any answers are appreciated!

Do you plan to major in art or do you just want to take some art classes?

If it isn’t clear on the website ask admissions – you can call, email, or ask the question if you go for a school visit.

However I suggest that you look again on the website – I found this in a two second google search

It is hugely important that you learn to do your own research in this process.
I would contact each school’s admissions counselor to ask what you would need to do. Some schools may require a supplement others may not. Art schools require a portfolio, but some colleges just require seeing just a few pieces of your best work. R.I. T. Is a very good School with a strong art program, so my guess would be they will require an art supplement for admission into their art program.
