Confused about College Change

I got into the College of Letters and Science at UCB for fall 2011 but I'm looking to transfer to the College of Engineering. From what I have read on the UCB site, it seems reasonably easy to do so. Is it really? What are my chances if I meet all the basic requirements and have a decent GPA (3.7-3.8)?

But here's what I'm a bit confused about. In the FAQ section, one of the questions is like so:

"I’m a junior college transfer to UC from L&S or CNR. Can I transfer to Engineering?

It is unlikely that a Junior College transfer would be admitted into Engineering from another College. Community Colleges do not offer all the lower division technical requirements for Engineering so students are at a disadvantage."

Isn't L&S the College of Letters and Science, which is NOT a junior college? According to this, does this mean that my chances are very low???

Please Help!!

Thanks

That section means that a student went to a junior college for two years, was admitted as a transfer into L&S or CNR, and subsequently attempted to transfer into CoE. If you start here right out of HS, that section doesn’t apply to you.
