I don't understand how you're supposed to apply to colleges.
For example, when you apply to UNC Chapel Hill, do you apply to the university as a whole? Or are you supposed to select a program to apply to? I know for NC State you apply to a specific college, but is UNC Chapel Hill like that too?

I also don't understand programs. Do you start the program in sophomore year (because everyone takes the same introductory classes in freshman year)?

You usually apply to one of the many “schools” in the university. You apply to the university as a whole when you state “undecided” on the application.

I’m not sure about programs other than those of engineering, but for engineering everybody usually takes the same classes in freshman year, and then declare their specific major in the sophomore year. So freshman are not admitted into specific programs like, say, Aeronautical Engineering or Electrical Engineering, but they get into the College of Engineering.
