<p>GrayHen, are you a NY state resident? If so, this is a good list as long as you’re willing to attend Buffalo if the money doesn’t work out elsewhere. The instate COA of SUNY Buffalo is right around $20K. The student has the stats for merit but most kids who get merit at Buffalo also have need.</p>

<p>And the weather in Buffalo is probably no worse than Syracuse or Ithaca.</p>

<p>Syracuse does give merit but the average merit for students without need is only $9K-- not enough to get COA down to $20K. </p>
