<p>All of the instruction at CMQQ (and the rest of the CMQ’s) is en francais, so yes, you would need to be fluent. The level of secondary and post-secondary education is generally quite high in Quebec, so it would be difficult to scrape by with only minimal French. Additionally, Quebec City is primarily a Francophone city, although most youth are bilingual. Quebec City is quite different from Montreal which has hundreds of thousands of Anglophones and is much more bilingual. I had fewer difficulties making myself understood in English in Montreal than I did in NYC (and certainly had much less difficulty understanding the English of Montrealers than that of many native NYCers who are in the service industry).</p>
<p>If you are looking for a good music school in Quebec, consider the Schulich School of Music at McGill in Montreal. McGill is primarily an English language university (you do not need to know any French at all thousands of its students speak only English). The Schulich School is widely considered Canada’s best music school (but of course, what is the best depends on the instrument/programme and on your personal proclivities). You will have plenty of opportunities to work on or use any French that you have or wish to develop.</p>
