"Consider"..."See"

I'm not fully understanding this "consider" business when it comes to reporting SAT scores. As far as I know, you self-report SAT subject test scores on something like the common app., but College Board mails the colleges a score report will ALL of your SAT tests taken? Meaning, admissions officers will be able to see all the ones you have taken (or retaken), but aren't allowed to "consider" them? Isn't this kind of reasoning absurd, considering admissions officers WILL consider them (whether it be consciously or subconsciously) if they can see them? Why not just consider all of them?

Reason I am asking is I plan on retaking a Math 2 score (780)... I know, "stupid", but I have my own personal reasons.

Admission officers many times see a summary of your application assembled by secretaries. They only see the scores that are used in considering your qualifications.

Anyone who retakes a 780 math 2 is not “stupid,” but they are showing they don’t know enough math to accept that a 780 is the same as an 800, neither of which is a “perfect” score.

Haha that’s funny because I also retook a 780 on math iic and got an 800 which now that I look back was totally not worth getting up early on a Saturday morning.
