Is the friend a head coach of a major sports team at Cal, or dean of a college, or recently won a nobel prize? Recommendations aren’t accepted for applicants, with only a small number of exceptions when Cal sends a request for supplemental information. If you receive a message asking for the supplemental information, it includes a link to a single online recommendation that you can have someone fill out. We believe people getting the supplemental request (a few percent of all applications) are very close to a positive admissions decision and the recommendation might help with a final small push.

Overall, I would guess that maybe one in five thousand applications might be pushed over the line from no to yes because of a recommendation. Concentrate on a great essay, good credentials from your school and extracurricular activities, and luck. These are much more likely to help you get accepted.
