OK, lets say that three kids apply ED to Cornell. One applies to the ILR school, one to Agriculture, and one to Arts & Sciences. Are all three examined by the same admissions committee? Or are there separate committees for the various schools within Cornell?

They’re separate.

Each college’s admissions office is totally independent of each other. If you are worried about students from same high school providing competetion for each other, not an issue of applying to different colleges within Cornell, but can effect admssion if applying to the same college.
