cornell contract colleges

So I've seen this topic come up in other threads, but I can't find the answer to my question...
I'm applying to the College of Human Ecology and was wondering, since it is a contract college, if it is significantly more difficult for non-New York residents to be accepted?

Although a lot of people admitted to CHE are NY residents, there is still a great chance you get accepted. They really want to see passion for your intended major in your essay, mixed with strong extracurriculars that seem to validate what major you are declaring (even though you’re not 100% attached to that major). I got into the CHE for the PAM major and I’m from Florida, my test scores are nowhere near outstanding and I have a pretty good GPA. So far, I know 15 other people from Florida that got accepted ED. (A lot are from NY, but I’ve also seen many from New Jersey, Massachusetts, Colorado, and California.)

Hope this helps.
