What dorms are best for freshman? What are the "reputations" of the different dorms?

do a forum search for “north campus”

there are plenty of threads on this already

All of the freshman are on North Campus, which is great for meeting people and seeing familiar friendly faces in the dining halls. There are newer dorms and older dorms, but all of them are nice in some ways. There are a lot of singles. The only way you can “request” a dorm is if you have a medical condition that requires air conditioning - otherwise it’s by lottery. Cornell does provide a survey for students which allows you to specify the type of roommate or rooming situation you want.
