Cornell(Econ) or USC(Policy Planning Development)

Where should I go, based on your opinions. I would get full tuition if I went to Cornell and I'm not sure about the money yet for USC. Is Cornell fairly weak in Econ. Does Cornell's ivy league status make that much of a difference? Is it easier to get into graduate school? Is the weather really that crappy in Cornell? I like the weather here in LA. Things to think about for me. I also would be on their swim teams if I go them, if that makes a difference at all.
