How generous is Cornell in giving out fin.aid to international students?
For example, if you have some EC's during college yr. and GPA of like 3.7 to 3.8.

not at all
about 5% of all internationals each year from what I've heard
and the GPA isn't that much of a criteria here

I was accepted to Cornell last year with tons of EC's and 4.0 GPA and got no fin aid (that's why I am not there :( )

HelenofTroy, did you at least write a letter to Cornell demonstrating your need of financial aid?
How and why did those 5% of intl.students get fin. aid then?

Last year 40 intls were accepted, 4 got finaid according to ISSO. I wrote a full statement explaining my circumstances, sent in finaid app, my parents' documents etc etc...and although my family and I lost everything due to the war I wasn't awarded finaid :(

I believe financial aid to internationals are mainly based on ethnicity and diversity considerations. But to me it seems completely random thus far.

What if you're a Northeast Asian? How generous are they given fin. aid?

I doubt it matters at all, the number pretty much speaks for itself. Not to mention the fact that for admissions purposes, being an asian usually could only bring disadvantages to yourself.
