Cornell or Brown

<p>I'm an international student and have to decide between Cornell and Brown for Urban Planning/Civil engineering. Rumour has is that Brown's standard is dropping and that Cornell is very rigorous and competitive. Any comments/tips. Both universities will cost the same</p>
