Depending on the essays and rec, you should be fine for Cornell.
Make sure that in your app, your passion is emphasized.
Perhaps tennis? You do that year round?

I personally would say to go ED to Penn, because I think you could get into cornell regular with your scores. I dont know how good a tennis player you are, but contact (preferrably face to face but email works as well) the coaches at both schools. It is frustrating seeing optimism from people responding to your thread (of which I agree) and then seeing my thread and more or less equal ECs and scores/class rank etc. and having people on this site tell me they think my chance at cornell is around 30%. I really think you could get into cornell and have a pretty good chance early at Penn.

Cornell is getting harder to get into. Admit rate is down below 20% for the first time ever and Arts and Sciences is getting down to about 12%. It really depends on what you applying for - ILR? CALS? A&S. The undergraduate business program, part of CALS, is very difficult to get into. Cornell looks for a good fit, this is just as important as any of the stats. I would say ED to the school you want the most.
