Can anybody tell me which has a better ChemE program, and what the difference between the two is? Which has a more motivated/smarter student body? And which will offer a more well-rounded/liberal arts education? Also which looks better when applying to grad schools/jobs?

Both are excellent and ranked in pretty similar positions. The big difference is location with Cornell being rural and CMU being in a city - although slightly outside the congested areas. In terms of liberal arts, they both offer lots of choices for taking non-engineering courses. At CMU, you can also take courses next door at U. Pitt if it’s a specialized course.

You should really visit both - are you admitted or just planning to apply?

Also - this is better posted in the engineering forum.

I am deciding whether to apply. Thanks for the information and I will move this to the engineering forum.
