Cornell vs. Columbia Engineering

I know that Cornell has an overall better engineering program. However, many that is not the only factor I am basing my college decision on. Because I want to go into Environmental Engineering, I would also like to be more aware of policy, which I believe Columbia could help me with. Also, in general I always saw myself living in a city and not so far from home (i live 20 minutes from the city and 5 hours from cornell). Also, I am very concerned with the social life in both schools. I heard that Columbia is too rigorous to enjoy the city and Cornell is an overall more enjoyable college experience because of the strong greek system. (I also don't mind clubbing as an alternative to greek life.) Finally, I am concerned with the fact that I cannot switch out of Engineering at Columbia. Please give me your own opinions on these schools because I only have a month to decide :)

Also, social life is a big factor as I did not enjoy my high school career at my magnet highschool
