<p>You have to apply to the College Scholar program as a first year student. It is relatively selective, but if you have a solid plan for what you want to study and a well-prepared proposal, it is manageable.</p>

<p>But to summarize, in the College Scholar program requires you to have a basic idea of what you want to do right as soon as you get to cornell. The independent major you can apply to later. like the above poster said, it is somewhat selective and you may have to revise your proposal a few times.</p>
