I’m getting a lot of conflicting information. Princeton Review gives me the below numbers. Berkeley students give me much higher numbers (10k room and board PER SEMESTER and 8k Tuition per I dont know) and worried parents give me the mythical 40k number.

Annual Expenses
In-State Tuition: $0
Out-State Tuition: $23,686
How much for 4 years?
Room & board: $11,630
Average book and supply expenses: $1,240
Required fees: $5,956

How much does Berkeley REALLY COST per semester and per year?

I pay about 4000 in registration fees per semester and exactly 1234.50 a month for the dorm. I don't really eat out or shop, but I use about 200 bucks a month for personal exspenses.

Just 3 years ago, it only cost me $12000 per year to have an offcampus studio (1 block away) and full meal plan. Of course, fees were only like $4200 per year. Now it's like $6700. And the meal plan is now $300 more expensive per year.

If you're a tight wad, you're looking at a yearly cost of:

on-campus housing at CAL is the most expensive of all the UCs. I don't know why, but it runs roughly 1K more per year than the other UCs for comparable accomodations. One alternative is the co-ops. They cost about 1/2 the amount of a dorm room (but you do need to work some hours per week)
