"Count me in"

I just received an email and opted in for the count me in program at UCM and i was wondering if this meant a guaranteed admission.
I’ve seen others from previous years say that it is, and on the UCM website it says if you meet the criteria (get C’s and above in classes, take an SAT, etc.) you are provisionally accepted.
However, in the email they sent after i opted into the program, it says admissions decisions will come out in 10 business days. Does this mean that Count Me In isn’t guaranteed admissions anymore?
