Countries where international students can work and study(in english) simultaneously?

Hi, I'm an 18 y/o Egyptian 12th grade student and I'd like to study in a country in English while still being able to work to pay for my living expenses and most of my tuition. (Tuition free(or like really cheap) colleges are preferable)
Additional info.: My SAT score is 1730 (550 CR, 550 Maths, and 630 Writing.)

Check out the Scandinavian countries.
If you can spend a year learning German, German universities are tuition-free. If you can spend a year learning French, French universities are basically tuition free too and you can work up to 20 hours/week at both. The problem is that there’s very little work there.
You can also try Berea in the US (all admitted students get free tuition thanks to generous alumni and they work to pay for room&board) but I’m not sure your SAT score will be competitive enough.
Without other information it’s hard to advise you properly.
