Critique my plan and application.

So i am undergrad at UT austin.
unfortunatly my gpa is 2.87 so i probably have no chance of getting in here.
so here is my new plan but i want to hear what people actually think of it.

I am applying to a bunch of ahem... less reputable schools, like texas state, text tech and my choice is san diego state. i figure if i am going to sub par grad school it might as well be in an awesome city.

After 2 years of masters i plan to come back to UT Austin to do my PhD then maybe go somewhere else for the post doc.
does this sound like a reasonable plan. does getting a masters from a low tiered school make it harder to get into a PhD program.

Also here is my application.
I have 3 years of undergrad research experience. Several graduate level classes. The last 4 semesters i have not gotten below a B in anything. i ave the recommendation of several professors as well as the graduate adviser. my gre was 690 [v] 770[q] 4.5 [An]

What do you guys think.

What field?

mechanical engineering

sorry yeah, text tech was supposed to be texas tech but it won’t let me edit it.

i have another question. how likely am i to get department funding.

From my understanding I would say you are very unlikely to get any funding because you are going for a masters and your gpa is not good.

But of course we dont really know the nature of your research experience so maybe that can help you get an RA or something.
