CS at UT(instate) (Turing/non turing) vs CS at Cornell

hey guys wanted to know how does UT compare against cornell for computer science as an instate student. consider two cases

  1. with turing honor
  2. without turing honor

From lists I´ve looked at, UT (non Turing) would most probably be better than Cornell for CS specifically. Turing definitely better.
