CS L&S and Freshman admissions chances

Are all applicants to Berkeley's College of Letters and Sciences evaluated equally regardless of their intended final major(s)? Or is it the case that if you announce your intention to major in Computer Science that acceptance is then made more difficult? I am not asking about EECS. I know that applying to EECS is still more competitive than applying to L&S.

The entire L and S College admits a specific number of students to the entire college each year, no one is admitted with any specific major at the time of freshmen application. You must take the prerequisites for a major than subsequently apply to it.

Thank you.
