For someone who wants to create programs and software and code on a professional level and a professional level of electronics, circuits and hardware, should I major in Computer Engineering or do a double major in Computer Science+Electrical Engineering?

The answer is very school dependent.

Some schools have a single department or major named Electrical Engineering and Computer Science, or Electrical and Computer Engineering, where someone majoring in that can choose which areas to emphasize, allowing for some combination of the topics within these subjects. Others have distinct majors like Electrical Engineering, Computer Engineering, and/or Computer Science, with more rigidly defined sets of courses for each major.
