I know that EECS is difficult but does that apply only to ECE (Options I, II, III and V) or to CSE (Option IV) too? It seems to me that I'd be taking less EE courses if I took CSE than if I took ECE.

It depends on your strengths and interests.

I’ve known people who breezed through CS 61A-C but struggled in EE 20 and 40. I’ve known people for whom the reverse was true. And of course, there are top-notch students who simply ace every class they take.

Generally, CS classes are a lot more workload-intensive than EE classes. EE classes generally have weekly problem sets, and that’s as far as the homework goes (except perhaps an end of term mini-project). Only the 140 series (140, 141) involve substantial projects. On the other hand, almost all non-theory (17x) CS courses are very heavily project-based. Most of my peers seem to think that EE material is more conceptually difficult, but I don’t agree…as I’ve said, it depends on the person.

The EECS major offers a great deal of flexibility: it doesn’t matter which option you choose, and you don’t even have to declare one of I-IV. Many students take classes all over the board to broaden their perspectives (and gain the competitive edge on their resumes) The options are only used for the purpose of assigning faculty advisers, who can then recommend courses and career options for you. You should try around and find what you like best.
