<p>As a US citizen (US passport) the child will not be considered international. S/He may still be Out of State for tuition but not for admission.</p>
<p>If a U.S citizen, the student will be considered as a citizen, not international.</p>
<p>But as noted, for tuition purposes, an expat might not have instate residency status in any state.</p>
<p>While he will be treated as a US citizen for need blind admissions and financial aid , OP application will be read by regional admission counselor that handles the region in which he attends school.</p>
