CSS for Adopted children

I am adopted from China at age 9 and my biological parents still live there. On the CSS profile, do I list all four people as my parents? What would be my relationship be to my biological parents. Also would they need to fill out an noncustodial form as well? I am not sure how the tax system works there and the currency is different.

The only information that you will report is for your legal (adoptive) parents.

I’m going to press this question a little because it is very unusual to be adopted in the US while you still have living parents in another country that you are in touch with. My understanding of international adoption is that in order to be adopted in the US you must legally be an orphan meaning your parents are either deceased or unknown, or you have one living parent who has relinquished rights. You don’t have to explain here, but I just want to make sure that your parents in China have completely relinquished parental rights, and the parents here have legally adopted you, and that this is not just a guardianship type arrangement so that you may live in the US and be educated here.

I didn’t read that as her being in touch with them, but since she was 9 when she was adopted, I assume it could be possible. OP, I was adopted and I have an adopted son (he is from China as well). The only parents that are yours are your legal parents, according to the law.

it really doesn’t matter if the adoption is foreign or domestic, the only parents that matter are the adoptive ones. Even if it is an open adoption or an adoption of a relative, you only list the information for the parent(s) who have legal custody.

There might be a situation where the OP was adopted by relatives. Some Chinese adoptees have located their birth families, but it is rare. In the end, it only matters what the current status is, and it sounds like the OP should use the information for the adoptive parents only.
