If I submit the CSS Profile now for my Early Action University, can I always go back later and re-submit it to other universities? I'm sorry if this sounds like a stupid question, but collegeboard hasn't really said anything on this topic.

I am confused by this also. Could someone please clear this up?

Just ask them.

If you submit the Profile now, you can always add schools to submit to at a later date. You would add the schools, pay the fee, and process and submit those.

What you can NOT do is make any changes to the Profile online. So...if you complete the form now..you will submit the form with your estimates on it at that later date to other schools...and then you will print it out, write in the corrections based on your 2008 income tax return and send it to the college. Actually call your schools to see what they want for the corrections...they will tell you what to do.
