“Enter the total educational fees your parent(s) paid or expect to pay for education below the university level for dependent children in 2015. Do not include educational fees paid for you, the student.”

Does this refer to the amount they would pay for supposed siblings of mine or what?

If your parents have any dependents, other than you, for whom they paid education fees below college level. For example, private high school or prep school tuition.

This does not include costs related to attending a public high school…at all.
