CSS profile Explanations/Special Circumstances: rental property

I moved to the U.S. about 2 years ago and I’m a legal permanent resident. I am filling CSS profile for 2016-2017
My parent have about $30000 in their bank account which they brought from our country; however, since our income is low (29k) this money is used to cover most of our expenses ( rental($1800) and medical expenses).

Should I explain this situation in the Explanations/Special Circumstances section?

Did you have unusual high, unreimbursed medical expenses in 2015?
