<p>This may be too specialized a question, but I'm wondering about what information is required for the situation where a foster child has a living parent overseas. No involvement in child's life.</p>
<p>The lack of involvement is not the issue. Rather, what matters is whether or not there is a court order of guardianship (or other dependency court order) relieving the parent of parental obligations.</p>
<p>Keep in mind the institutional aid and the CSS profile is not looked at the same way as the FAFSA, where a student in foster care is independent.</p>
<p>While a foster child is considered independent on the FAFSA using the federal methodology, they are not necessarily independent when it comes to institutional aid (especially on the profile)</p>
