I have received a request from college board regarding IDOC.
However, it seems like I have to put down my SSN but I do not have one since I am not an American.
What should I do?

Do you have ITIN. Have you checked with them if this would work out if you have one?

You do NOT use a ITIN on the financial aid forms!

I believe you use all 0’s.
