<p>I am a transfer student (California citizen) who applied to both UC's and CSU's in California. I have a total of about 99 credits (including foreign credits) and a 3.4 GPA. I have completed my IGETC curriculum but have not completed all of the CSU general education requirements such as the oral communication and political science courses required for transfer. Is there a possibility I can stilll be admitted with an IGETC into a California State University even though the chances may be lower?</p>

So if you have fulfilled IGETC then you would be good to go. And you write you completed IGETC.</p>
<p>However they also say
Both</a> of which seems to clearly say that part of IGETC is the oral communication course, and yet you say you have not completed that class. So how do you complete IGETC for CSU without that class? Sure sounds to me like you have not completed IGETC.</p>
<p>And to answer your question, if you have not completed the requirements for xfer admission then they turn you down, end of story.</p>
