CSU Long Beach Enrollment for Spring 2011 , True or Fraud ?

Okay I just graduated high school in 2010, and i started a community college for the fall of 2010 because I didn't get accepted to any UC's and i got accepted to SF state but i didn't want to go there. I applied for CSULB also, but got rejected. So today I got an email saying

"Great News! CSULB is now able to accommodate a significant number of eligible students for Spring 2011 due to the funding provided in the recently passed state budget. You originally applied for admission for Fall 2010. We unfortunately were not able to accommodate you then because of the state budget crises. But now, we have a space for you for the Spring 2011 term if you are interested!

If you would like to enroll at CSULB for this Spring, reply to this email no later than November 10, 2010 with the following information:

Put “yes I want to enroll” in the subject line. That’s it - no application or fee.

Include your CSULB campus id (if you still have it),

Let us know where you are currently enrolled for Fall 2010. "

and its email from "es-admit@csulb.edu" and theres more info on the email regarding questions and stuff like that. I called the admissions office number and they said I just had to follow what the email said. The only thing is im a little suspicious, I never heard of any of this happen before. Is this true or fraud? Thanks.
