I read somewhere that priority goes first from CCC to UC, UC to UC, CSU to UC, 4 year to UC, and OOS to UC. Is this true? If so, where does it say or do you have stats on it?

My D23 got rejection/waitlisted from most of the UCs and trying to think of plan B now as she eventually wants to graduate from UC schools.

Please share your thoughts and resources! Greatly appreciated!

If she is really set on a UC the TAG program through CCC is a guaranteed pathway - you can’t do much better than that.
