What are the best CSU in northern CA for biology major?

Any of the CSU’s will work. Biology is a rather generic major offered at nearly every college.
Go to whichever is cheaper or closer to your home.
Biology is a pretty standard major found at all the CSU’s. I agree with @bluebayou, go to the CSU that fits you academically, socially and financially.
