Bit worried since both GPA and test scores are pretty low. Freshman and sophomore year were pretty bad due to some responsibilities at home (explained in my essay).

Here are the requirements for Business, CU Boulder
Leeds School of Business
Middle 50% for Admitted Students
HS GPA: 3.62–4.0
Percentile Rank: 74–93%
SAT Total*: 1270-1380
*Math and Evidence-Based Reading & Writing
ACT Composite: 28–31
Note the middle 50%, they usually take 25% of students above and 25% below.
You are low on GPA, they look at your combined total.
Lets see where your SAT score puts you.
What you do have - going for you…is your increase in GPA over the years, that counts!
Get a really good SAT Score, work on a 4.0 for both remaining semesters and apply.
IT would show your determination in improving yourself and taking college seriously.
You might be put on a waitlist pending your 2nd semester grades, it’s happened.
But your chances are better with a really good SAT score and your receiving 4.0 GPA this year.
By the way, you didn’t mention your math grades. Business requires a lot of math and statistics!
If you are weak in the Math department, I’d reconsider your field and apply for Arts and Science
which is easier to get into compared with Leeds.

Good Luck
