The Chancellor’s is holistic because they don’t just give to everyone based on stats but is awarded based on your application as a whole. Someone may have lower stats but have something else that makes them stand out.

Colorado is chasing OOS money. Here’s a very interesting article. I’ll tell you - even though the next cost is high, they’re doing a great job. We are in TN - and a ton of kids seem to apply there. Not as many that apply to schools that are close like Alabama and UGA - but you never hear people talk about MIzzou, Kansas, OK, etc. but tons of people do speak about Colorado.
