CU Boulder vs CU Denver

Got accepted into both, but now I can't decide. I want get a master in elementary education, however my family not very rich. So here is my plan/problem.

If I go to CU Boulder:
CU Boulder doesn't offer education as major, since the state of Colorado does not allow higher education institutions to issue Bachelors degrees in education. However, it does have licensure program from its school of education. The admission counselor told me, if I become a student there, then I can work with a pre education academic advisor to get a jump start on completing the requirements for the post baccalaureate requirements even though I will still be working on my undergraduate. So I thought about double majoring in Linguistics or English and Chinese (I'm AP Chinese student and loving it & the counselor told me that double majoring might not cost me anything) Then afterwards if I can afford it, I plan to go to CU Denver to get my masters in elementary education, in which I will probably live at home instead of the dorms (I live about 30 minutes away and by then I hope to have my license & a car, right now I have neither and no one can drive me there everyday). By the way, cost of CU Boulder (tuition, room, & all) is about $23,386 according to their site. Also I kind of want to go to this school. However, my biggest problem is I'm not sure if I will be able to go get a master afterwards because of money issues.

If I go to CU Denver:
Then I would major in Elementary Education for bachelor's and then a master's degree if I can afford it. Also, I considered double majoring in the arts - depending on the cost; so that might be a bonus. Sadly there no Chinese classes, but maybe I can look around Denver. I will be living in the dorms or an apartment for least the first few years or possibly four. However, I don't think CU Denver is as campus like as CU Boulder, but living Denver might be fun (since it a city and all). Lastly, according to their site CU Denver cost is about $24,086 to live on campus.

After hearing all that, do you have any advice for me on which school to go to? Thanks for reading.
