CUNY in-state tuition dilemma?

I am a junior in high school who plans on attending Brooklyn College in the fall of 2011. I was born in Brooklyn and lived there until I was 13. Since then, I have lived in New Jersey. When I finish up high school I plan on moving back to New York immediately. My father has lived in Brooklyn all of his life, and he will have custody. During that time I will be 17. Do I qualify for in-state tuition? Do I have to change my custodial parent at a specific time? If I change my custodial parent before I apply for college, will my high school still consider my a student at their school?

Sorry for all of the questions. I have been contacting CUNY and haven’t been getting helpful responses. I hope to hear some advice from CUNY Students!

P.S.
If I qualify for in-state tuition, aid and grants will not be necessary! Will this help my case?

[Brooklyn College | Residency Information and Procedures](http://www.brooklyn.cuny.edu/pub/residency.htm)

Students applying for in-state tuition must have resided in NYS, with the intent to stay, for at least 1 year prior to the first day of class for the semester in which they are applying for a determination.

So it looks like you won’t be considered “in-state” until after you have lived with your father for one year.

Thank you very much! I’m going to speak with my guidance counselor to see if I can establish residency with my father before I apply.
