<p>Why do CUNY schools have such a low admittance rate and low out of state admissions? Do they choose the New York residents first and then choose out of state? I was thinking of applying to a couple CUNY colleges, but I live out of state.</p>
<p>This is not unique to CUNY and NY state publics. The mandate of public colleges is to educate residents of that state AND residents support public colleges through state taxes. That’s why all states show a preference to IS applicants; there is a recent caveat as some publics are accepting many OOS students who can afford to be full pay for large OOS tuition rates.</p>
