Current Bruin-->Prospective Bear... Chances/Advice/Help?

Background:
I'm going to be a 2nd year UCLA student applying to Berkeley as a 3rd year transfer. I was actually admitted to Cal out of high school but decided to go to UCLA instead.

Desired Major: Mass Communications (Possibly polititical science double)

Stats:
High School GPA (Unweighted):3.83 and 4.1 UC GPA if I remember correctly
College GPA: 3.498 --> I think I can round this to 3.5? (General upward trend since first quarter)
SAT: 2120 (730 CR, 730 Writing, 660 Math)
SAT II: 620 History, 680 Literature

College EC's (do high school EC's matter at all?) and Work Experience:
-Alpha Kappa Psi Co-Ed Professional Business Fraternity (Marketing Operations Chair for Fall 2007)
-UCLA Unicamp Counselor --> Basically trained to become a summer camp counselor for disadvantaged kids in the LA area
-University Chorus
-Macy's Sales Associate from July 2006 - Present
-Residence Hall Desk Attendant during Spring Quarter (March 2007 - June 2007)
-Intern (Events/Public Relations Coordinator) with the Dave Linden Group, Inc. (A public relations firm in Los Angeles) from June 2007 - Present

Do I look like I have a shot? Will the fact that I was already accepted help at all? I've heard rumors that if you were already accepted, it is much easier to get re-accepted. Is there any truth to this? (I'm thinking about making a bulk of my personal statement about why I didn't accept the offer to begin with). I was also wondering if anybody knows about the Mass Communications department and whether it is common/difficult to be admitted to Cal as a 3rd year transfer if you put down Mass Comm in your transfer app. I considered applying as Political Science but realize that the first political science class that I'll be taking is going to be in Fall 2007 =/. Is fulfilling the pre-majors for whatever major you intend really THAT vital? If it helps I'm 1 GE away from finishing up my GE's.

My 1st year grades, more specifically, looked like this:
1st Quarter: A, C, B+, A-
2nd Quarter: A-, A-,A-, A
3rd Quarter: A, B+, B+, A
Hopeful 1st Quarter 2nd year grades: A, A, A, A
Do you think this general upward trend will play in my favor? I hope that admissions will consider the fact that I had a difficult time transitioning at UCLA (especially during my 1st quarter). I also hope that my GPA will not look too low and that admissions will also consider that UCLA is already a very difficult school itself so they will be a little more forgiving when comparing me to all the 3.9 and 4.0's of CC's (is this hope valid at all?)

Any and all advice would be greatly appreciated. Thank you in advance!

Anybody at all? =X

your hs record + sat scores dont count.

Pre-major requirements are weighed heavier than GEs, so yes, it is vital to finish them off, as much as you can this fall. Some schools will give you a leeway if you don't finish your requirements by spring next year. But Cal is competitive, so make sure you do everything you can. If you finish some during spring, that's okay. But the more you finish off for the fall, the better your chances will be. And I believe Mass communications is pretty impacted there, is it?

The upward grade trend is what they look into too. So that's good. Make sure you do good during fall.

Just wondering, why did you decide not to go to Cal your freshman year?
