CWRU or U WISC?(MECH E)

I'm an international trasfer student who've admitted to both
CWRU and U WISC at Madison.
I'm majoring mechanical engineering, and I hope I could go to
a college which has a both good reputation and good academic quality.
I know CWRU has a better faculty/student ratio than WISC does, but
I'm not quite sure if the index is relevant to estimating academic quality especially for undergrad student like me- I heard profs of both schools usually focuses on their researches.
About settings, I was brought up in Seoul and suited in metropolitan surrounding so I think U WISC is better for me in this respect.
Ofcourse I can choose CWRU if I can be assured that academic and reputation of CWRU outvalue those of U WISC.

the University of Wisconsin-Madison not only has a higher ranked engineering program, but one of the highest numbers of international students in the US (3,500+). Further, the University of Wisconsin-Madison is an internationally recognized research powerhouse and has over 70 departments ranked in the top 10. It will be of an overall quality which puts it above CWRU. Also, 75% of students @ UW-Madison in engineering will graduate having completed at least one internship, co-opt, or research semester with a professor, meaning you have the opportunities to get around the "big school" feeling.

I might also add that CWRU is an incredibly boring school.
