CWRU vs. Honors OSU in Engineering

I am going to be studying Aerospace Engineering and might be double majoring in math too.
I payed my acceptance fee for the Ohio State University Honors Engineering program a few weeks ago and Case, who waitlisted me, called me yesterday and is offering me a position. My projected cost, including room & board, to go to OSU, with its scholarship offer and federal loans, is about $13,000 - $15,000. My projected cost, including room & board, to attend CWRU, with its scholarship offer, work study program, and federal loans, is $23,000 - $25,000.

So, my question, if this is the only deciding factor, which program is the more academically superior for the cost? Case Western's Aerospace Engineering program, or Ohio State's Honors Aerospace Engineering program? Everything that I have read has compared regular OSU to Case. I feel like I will do well at either school. I also like both campuses equally. Honestly, the main factor for me is which program will give me the better education for the price.

Both programs are similar so go for OSU because its cheaper.
