Can anyone recommend a strong undergrad cybersecurity program in northeast for a student with GPA in 3.5 range? Preferably one with national center for academic excellence in cyber designation? Know that top ones like RIT and Northeastern U maybe out of reach.

I think that an UW GPA of 3.5 may be too low for CS at UMD Ciollege Park.
Ten miles away from NSA is UMBC. NSA also has a presence on the campus.

Here is a start…all have ug majors in cybersecurity (not concentrations/minors/certificates only, not MS degrees only):

There are cybersecurity competitions that undergrad colleges compete in, so if you find the list of schools participating in those it could be helpful in not only identifying schools that offer cybersecurity programs, but determining their relative strengths.
I wouldn’t draw that conclusion. Real world espionage has very little in common with CTF competitions.
