I believe that applying early and regular do differ in terms of admission rate. But does applying on different date changes one's chance of getting in? In my case, I was planning to submit the application after I edit and review several more times, but people tell me that the admission dean would not like to see submissions on the deadline. Is it true??

It depends if you’re applying to a program with rolling admissions. Otherwise, it doesn’t matter b/c many of the items that make your file complete are out of your control. You could submit your app in October – but if your transcript, secondary school reports and a rec letter arrive in February, your file won’t be read until Feb.

There are things to worry about. Trying to beat the deadline by weeks to avoid some mythical grumpy admissions officer isn’t one of them.

For the most part, when you apply (as long as it is before the deadline) doesn’t matter to admissions officers. The only time it has an effect is if:
I. The school has a financial aid deadline. If you are applying for FA, you need to submit the app before that deadline
II. Sometimes, applying to a school with rolling admissions later lowers your chances of getting in. As the deadline approaches, fewer and fewer spots are available. Only the most selective students are accepted.
