<p>when they mean by "postmark dates" do they mean i should submit application on november 1st.. meaning i can send it 11:59 Nov 1st? (hypothetically) or does it mean 11:59 Oct. 31?</p>

<p>It doesn't matter. You could send your application a week late and nothing bad would happen most likely. That said. Send it in as soon as possible now.</p>
