Decent Shot of Acceptance?

<p>Not really interested in Cal all that much but looking for another match school to augment the other OOS publics I'm applying to (UNC, UVA, Mich). I hear OOS students will have a substantially easier time getting accepted this year with the budget deficit? Should I apply?</p>

<p>UC GPA - 3.92/ 4.42 (7 APs by graduation but only 3 in Jr. year)
SAT I - 2020 highest single sitting (700CR, 690M, 620W)
SAT II - 710 Math1, 710 USH, Math2 + Physics in Dec.
Great recommendations (do UCs use them?)
Class rank is top 10%, but that doesn't matter to UC as you know
Good ECs - dual varsity sport captain, some other clubs
White, public high school in PA
Here's the hook - full pay. I don't need financial aid.

<p>Edit: Not too sure if I did weighted UC GPA correctly. I had 3 full year APs junior year, none soph. So that'd give me 6 out of the 8 max additional credits for a 53/12, right?</p>
