Deciding Between University of Michigan, University of Rochester, and Penn State. Help?

So I’ve been accepted into the biomedical engineering programs at all three of these schools. Penn State would be the cheapest, and based on financial aid UMich and U of R would be about the same price. I’m going to visit UMich next week, but as far as I can tell the campus is beautiful and it’s ranked the highest of the three. I really like that you don’t have to take any gen eds at U of R, but it seems like there isn’t much activity there besides studying. I also wonder if Penn State would get me to the same place as the other two without half as much debt. Opinions?

For Engineering in general, UMich is ranked in the top 10, Penn State is in the top 20, and U Rochester is top 65.

Have you visited all three?
Since PSU is the cheapest and very highly ranked, I think it would make sense for you to go there.
If you could afford UMich without added debt, maybe, but since you can’t, just go to to PSU and be happy in Happy Valley.

What’s your parents’ budget? What would be the cost if you calculate (tuition, fees, room, board) - (scholarships, grants) at each university? Would you need to take on loans and if so, federal or parent PLUS, and how much?
